Windows PCs do not have GoGuardian on them. However you will need a special tool to unblock sites.

Find this and click it:
find this and click it: torbrowser-install-win64-9.0.4_en-US.exe
rename the installer before running it.
Remember what folder it installs to! Go there and rename "firefox.exe" to something else.
Run and enjoy.
